Mr Gbolahan Oki, the General Manager of the Lagos State Building Control Agency, said the owner of the collapsed 21-story building under construction in Ikoyi had been given permission to build only 15 floors.
The building, collapsed on Monday afternoon, (read here) at least 50 people are said to be buried beneath the rubble.
According to Oki, the property owner has been arrested and will face charges because people have died as a result of the disaster.
"He received approval for a 15-story building, exceeding his permitted height limit. I'm on the ground here, and the materials he used are of such poor quality.
"The reinforcement materials he used are atrocious. He was given permission to build 15 floors, but he ended up with 21.
"I believe he's been restrained. He's been arrested before,” he explained.
He added that, Four people were rescued alive, while three died.
"We're still here," he said, "and four machines are up and running right now."
