The incident in question involved Rubiales forcibly kissing player Jenni Hermoso on the lips during the trophy ceremony.
FIFA's disciplinary committee judges investigated charges related to violating "basic rules of decent conduct" and "behaving in a way that brings the sport of football and/or FIFA into disrepute."
Further legal action is being taken against Rubiales in Spain, where he is under criminal investigation for the same incident. He has denied any wrongdoing and was issued a restraining order in Madrid, prohibiting contact with Hermoso.
